Counterweights are a critical crane component that balance the load during lifting operations.
Set the outriggers to the position the load chart you are using assumes — usually fully extended — on pads large enough for the ground, with every outrigger carrying load. A partially extended setup is allowed only when the crane has a load chart for that exact position.
