One lane, two directions, one paddle. Stop, release, talk to the other end — and know where you’ll go if a driver doesn’t stop.

  • Paddle: STOP or SLOW toward your traffic. Free hand: palm out to hold, wave to release a stopped car, palm down to slow a moving one.
  • One direction at a time. Radio the east flagger to hold or release, and wait for “lane clear” before your side goes.
  • A wrong move ends the round with the rule behind it.

Practice, not certification. Most states require a state-recognized flagger certification, often with a hands-on test, to flag on a public road. Distances here are compressed; your TTC plan sets the real ones.
