What a signal person is, and what OSHA requires of one
On a crane crew the signal person is the operator’s eyes. The operator cannot see the load through the whole arc, cannot see what is behind the swing path, and cannot see the person walking underneath. One set of hands decides where a suspended load goes, and everyone on the site is trusting them to be unambiguous.
OSHA 1926.1428 does not leave that to judgement. Before anyone gives a signal, their employer has to ensure they meet the qualification requirements: knowing and understanding the signal types in use, being competent in applying them, having a basic understanding of crane operation and its limitations, and knowing the relevant sections of the standard. And the person must demonstrate it — through an oral or written test and a practical test.
The training is required. The evaluation is a separate step, and it is practical.
Under OSHA 1926.1428 your qualification comes from an evaluator — either a third party or your employer’s own qualified evaluator — who tests you, and part of that test is practical. An online course cannot administer a practical test, so it cannot be the whole of your qualification, and any provider selling “instant signal person certification” is glossing over the part that involves standing on a site giving signals. What this course does is deliver the knowledge the evaluation covers and document it with a verifiable certificate, so you arrive at the evaluation prepared and your employer has the training on file.

Who needs signal person training
Anyone who may give a signal to a crane operator — which on a busy site is more people than the org chart suggests. Signal person fatalities are consistently caused by the same two things: standing in the swing path, and an ambiguous signal.
Designated signal persons
The named role on the lift plan, and anyone rotating into it during a long lift.
Riggers and crane crews
You are already at the load; being able to signal correctly is part of the job.

Frequently asked questions
What does a signal person do?
They direct the crane operator when the operator cannot see the load, the landing area or the swing path — which is most lifts. They use a standard set of hand signals, or radio when hands will not carry, and they are responsible for keeping people out from under a suspended load. On most sites they also have the authority to stop a lift, and that is the most important signal they know.
Does this course make me a certified signal person?
It delivers and documents the training. Under OSHA 1926.1428 the qualification itself comes from an evaluator — a third party or your employer’s qualified evaluator — who tests your knowledge and also tests you practically. An online course cannot administer a practical test. This one prepares you for the evaluation and gives your employer a verifiable record of the training half.
What does OSHA 1926.1428 require?
That the employer ensures each signal person meets the qualification requirements before giving any signals: knowing and understanding the signal types in use, being competent in applying them, having a basic understanding of crane operation and limitations, and knowing the relevant sections of the standard — demonstrated through an oral or written test plus a practical test. Documentation must be available at the site.
Is this the same as NCCCO certification?
No, and it is worth being clear about it. NCCCO is a third-party certification body with its own exams and fees. OSHA allows qualification either through a third party like NCCCO or through your employer’s qualified evaluator. This course is training that supports either route; it is not an NCCCO exam and does not replace one.
How long does the course take?

How long is the certificate valid?
Two years, verifiable online by its unique code the whole time, and we email you before it expires. Note that your employer may re-evaluate you more often, and must re-evaluate whenever there is reason to believe the qualification no longer holds.
Is this course OSHA-approved?
No provider’s course is. Outside the OSHA Outreach Training Program — the OSHA 10/30 DOL-card system delivered by OSHA-authorized trainers — OSHA does not approve, accept or certify training. Our courses are built to OSHA standards, and what you receive is a certificate of completion that verifies online by its own code. Whether it satisfies a given site is the employer’s or site owner’s decision.
