What RF safety training is — and who actually sets the limits

RF energy is invisible and silent, and over the limit it heats tissue from the inside. On a rooftop or a tower the hazard is not the antenna you can see; it is the sector you walked behind without knowing it was transmitting. Training is what turns an invisible hazard into a readable one: signage, zone colours, monitors, and the habit of checking before you climb.

Here is the part most people get wrong. OSHA does not set RF exposure limits and has no RF standard. The limits are the FCC’s — Maximum Permissible Exposure, split into occupational and general-population tiers, and averaged over time rather than measured instantaneously. OSHA reaches RF only through the General Duty Clause, which obliges an employer to protect you from a recognised hazard. So a course cannot be "OSHA RF certified", because there is nothing to be certified against.

Check what your carrier requires before you buy anything.

RF training acceptance is set by the carrier or the site owner, not by a regulator, and some carriers mandate their own named course for access to their sites. That is worth ten minutes of checking before you spend money anywhere, including here. If your site specifically names a different provider’s programme, take that one.

What is RF safety training?

Is there an OSHA RF safety certification?

No. OSHA has no RF exposure standard — the limits belong to the FCC, as Maximum Permissible Exposure, and OSHA reaches RF only through the General Duty Clause requiring employers to protect workers from recognised hazards. Any provider advertising "OSHA RF certification" is describing something that does not exist. What genuinely exists is documented RF awareness training and a certificate of completion, which is what sites ask to see.

What is the difference between RF awareness and RF safety?

In practice the terms are used interchangeably, and site paperwork uses both. Where people do draw a line, "awareness" means recognising the hazard and staying out of it, while "safety" adds working within controlled zones with monitors and procedures. This course covers both — recognition, limits, controls and emergency response.

What are MPE limits?

Maximum Permissible Exposure — the FCC’s ceilings on RF exposure, set separately for occupational or "controlled" exposure and for the general population, and averaged over a time window rather than measured as an instantaneous peak. The averaging is why a brief pass through a hot zone is treated differently from working in one, and why the arithmetic matters on site.

How long is the certificate valid?

No provider’s course is. Outside the OSHA Outreach Training Program — the OSHA 10/30 DOL-card system delivered by OSHA-authorized trainers — OSHA does not approve, accept or certify training.
