Underground & civil laborer training requirements
Also called: OSP laborer, ground hand, directional drill hand, trench crew
Trenches, bores, handholes and saw-cut concrete. The work is on the ground, and the regulations covering it are some of OSHA’s most specific.
Required by regulation
Training the rules spell out. The citation is next to each one — look it up, it’s all public.
Excavation & trenching
OSHA 1926 Subpart PCave-ins, protective systems, spoil piles, getting in and out. The competent person inspects the trench — you need to know what they’re looking for.
Respirable crystalline silica
OSHA 1926.1153(i)Cutting, drilling or boring through concrete and rock. The silica rule spells out the training word for word.
Confined space
OSHA 1926.1207Vaults, handholes and pits that can hold bad air.
Hazard communication (GHS)
OSHA 1910.1200 / 1926.59Labels, safety data sheets and the chemicals on your site — sealants, cleaners, fuel, battery acid.
Commonly required by employers
Not always in the regulation, but contractors, carriers and GCs ask for it before you get on site.
Heat illness prevention
State rules (CA, WA, OR, MD and others)Several states have their own heat rules, and most civil contractors run a heat program wherever they work.

Competent person (excavation)
Your employer designates the competent person based on training and experience in the field. A course helps, but the designation is theirs.
Equipment operation (drill, mini-ex)
Directional drills and excavators are learned in the seat, with the manufacturer or your company.
OSHA 10 / OSHA 30 card
The DOL wallet card comes only from an OSHA-authorized Outreach trainer. We don’t issue it, and no course here replaces it.
