Tower foreman training requirements

The foreman carries the paperwork and the rescue plan. Here is what the regulations put on the person running a tower crew, and what carriers and GCs expect on top.

Fall protection & rescue planning
OSHA 1926.502(d)(20), 1926.503Prompt rescue is the employer’s job, and on a tower it lands on the foreman. So does making sure every climber was trained.
Signal person for crane lifts
OSHA 1926.1428When a crane is on site and the operator can’t see the load, the signal person must be qualified — often that’s the foreman.

First aid & CPR
OSHA 1910.268(c)(3), 1910.151(b)The telecom standard lists first-aid training among what employers must provide, and with no clinic nearby OSHA wants a trained first-aider on hand.

Not always in the regulation, but contractors, carriers and GCs ask for it before you get on site.
