What Certifications Do You Need to Work on AT&T Cell Sites?

Ask crews to rank the three national carriers by how strict the site audits feel, and AT&T comes first almost every time. Not unpredictable — just consistently thorough. The upside is real: a compliance package that survives AT&T work survives anywhere.

First, who actually sets these requirements

Not a regulator, and mostly not a document AT&T will ever hand your crew. There is no law called "AT&T certifications," and OSHA does not publish carrier checklists. What exists is a chain: the carrier and the tower owner set site rules, the general contractor or turf vendor holding the contract translates them into a gate checklist, and that checklist — the GC's version of it, current as of this quarter — is what your crew actually faces at check-in.

Two consequences follow, and both matter more than any list on the internet, including this one:

  • Requirements vary by GC, market, and scope. Two crews on AT&T work in different states can see different checklists the same week.
  • The only authoritative answer is the company that hired you. Everything below is the package crews commonly report on AT&T scopes. Use it to build ahead of the ask — then verify the current list with your GC or turf vendor before you spend a dollar or roll a truck.

Crews describe this as near-universal on AT&T work; what a signal person is actually required to know is worth reading before the evaluation, because the qualification itself involves a practical test no online course can administer.
  • Electrical qualification (QEW or equivalent) for anyone touching power. Cabinets, generators, rectifiers — the base of a cell site is electrical work nobody calls electrical. Who actually designates a QEW is its own honest story.

None of that is an AT&T statute. It is what the gate checklist tends to say on AT&T scopes, because carriers and tower owners push their standards down through everyone they contract.

The two AT&T-specific habits that surprise new crews

Beyond the universal package, crews coming to AT&T work from other carriers report two disciplines they were not braced for.

Reclaimed materials tracking

AT&T scopes are known for tracking removed equipment position by position. Radios, antennas, and mounts that come off the tower get logged as reclaimed materials, and the paperwork is checked against the close-out package. Crews that treat de-installs casually — toss it in the truck, sort it later — fail close-outs on documentation, not workmanship. The fix costs nothing: assign one person to own the reclaimed list from day one of the job.

All three carriers expect mount analysis before loading changes, but AT&T work is where crews most often describe the paperwork being verified before anyone starts. If your scope touches the mount, confirm the analysis exists and is current before the crew rolls — a mobilized crew waiting in the parking lot for engineering paperwork is the most expensive way to learn this habit.

Beyond certificates: what the gate actually checks

Cards are half the check-in. The rest of the gate pattern matches the turn-away list that catches fully-certified crews:

  • Complete personal fall arrest systems for every climber — down to the small stuff auditors notice
  • A calibrated RF monitor on the crew, with the calibration sticker current
  • A signed JSA for the day's scope
  • First aid kit and fire extinguisher in the truck, in date
  • Check-ins completed on all the systems the site demands — carrier, tower owner, and GC each run their own, and the three-logins problem is the most common "we did everything right" failure

Do not forget the tower owner's layer

The carrier is only one voice at the gate. Most AT&T equipment sits on structures owned by someone else — Crown Castle, American Tower, SBA, or a smaller vertical realty firm — and the tower owner runs its own access rules on top of everything above: portal registrations, insurance certificates on file, NOC call-ins before anyone touches steel. A crew can carry a flawless certification package and still be locked out because nobody registered the company in the tower owner's system two weeks earlier. When you call the GC to verify the cert list, ask the second question too: which portals does this site require, and is our company already active in them?

What it costs and how long it takes

For planning, at our prices: RF awareness $35, fall protection $30, first aid/CPR $40, hazard communication $35, battery safety $30, crane signal $30, capstan hoist $100, QEW $80. Carding one new hand with the common package runs between $100 and $200 depending on scope; the full stack, capstan and QEW included, lists around $380 per person — less than the day rate the crew loses sitting out one failed gate check.

Time is the better news. The knowledge courses are one to three hours each, self-paced, with certificates issued the same day and verifiable by code immediately. A crew that finds out on Thursday that Monday's scope needs battery safety on half the roster can close that gap over the weekend. What cannot be compressed are the practical halves — competent evaluations and hands-on first aid — so book those ahead of need, not in response to it.

The hands-on half stays physical, and no honest provider pretends otherwise: competent-climber evaluation, practical first aid, signal person evaluation, and familiarization on your actual rigging gear belong to your competent person and your evaluator, on real equipment.

Before mobilizing on AT&T work: one call or email to the GC or turf vendor for the current site checklist, then check your roster against it line by line. Requirements shift — carriers tighten programs, tower owners add portal steps, GCs add their own lines — and the crews that treat every list, including this one, as a snapshot to verify are the crews that do not sit in parking lots.
